VOTER REGISTRATION:
Who May Register to Vote
"Section 103. Eligible Voters: Every Citizen
of the Federated States of Micronesia is eligible to vote in a National
Election if he or she has fulfilled the following requirements:

Must be alive
To be at least 18 years of age or older on election day
To be a resident of any of the states of the Federated States of Micronesia
To be a registered for at least 30 days immediately preceding election day
Not currently under a judgement of mental incompetency or insanity, and not
currently under parole, probation or sentence for any felony for which He
has been convicted by any court of the Federated States of Micronesia.
Materials To Be Submitted For Registration:
Voter
Registration Application, a sworn affidavit and one of the following forms
of official identification:
1. FSM Passport
2. Driver License
3.
Birth Certificate or
4. Baptismal Certificate.
Registration
of Students: Any student seeking to register to vote while residing
outside of his or her state of election district, shall submit by hand or by
mail to the National Election Commissioner of the state in which He/She
desires to vote the following materials: 1. A voter registration application
and sworn affidavit and 2. A letter from his or her institution of learning
establishing his or her current enrollment in that institution.
Procedures For Absentee Voters: The following materials should be
submitted to request to vote by absentee ballots:
a) To vote by absentee
ballot in a National Election, a person must submit an
application to vote by
absentee ballot to the National Election Commssioner of the state in
which the voter is registered, or to the appropriate FSM Embassy or
Consulate if the voter resides abroad within the time period specified by
Title 9 of the Federated States of Micronesia Code for the particular type
of absentee ballot.
The voter must clearly specify on his or her
application which one of the following types of absentee ballots He or She
desires to vote in the National Elections:
1. By mail (not more
than 150 days but not less than 40 days before election day)
2. By voting
at a mobile polling place ( one day before election day)
3. By voting at
a VAAPP (

Polling
Place seven 7 days before
elections)
4. By voting at a special polling place outside the FSM, or (thirty (30) days before election day)
5. By voting at a traveler polling place (not more than thirty (30) days
and not less than one (1) day before election day)
b) No person shall be permitted to complete or
submit an application to vote by absentee ballot on behalf of another voter,
with the exception of absentee voters requesting to vote at a mobile polling
place who are not physically able to complete and/or deliver the application
themselves.
c) Absentee ballots and affidavits must be received by
the National Election Commissioner's office of the State issuing the
absentee ballot no later than the established closing hour of the polls on
election day.
d) Absentee ballots received at a Post Office in the
Federated States of Micronesia on election day shall be stamped with the
time and the date of their receipt.
National Election Director Office is an Agency under the government
of the Federated States of Micronesia.The office is responsible for the
conduct of elections for the Congress of the Federated States of Micronesia,
responsible for registering citizens that have reached the voting age of
eighteen (18) years old, to issue FSM Voters ID cards for eligible
registered voters.
National elections of the country is administrated by
the National Election Director and conducted by national election
commissioner for each of the states in the FSM.
National elections are
held biennially in each odd-numbered year on the first Tuesday following the
first Monday in March.
Nomination Of Candidates For FSM Congress
To be eligible for election as a member of Congress of The Federated States
of Micronesia a person shall:

Have attained the age of 30 years old by election day.
Be a resident of
the State from which He or She is seeking election on election day, and for
at least five years prior to that date.
Be a citizen of the Federated
States of Micronesia on election day, and for at least 15 years prior to
that date.
Not be under judgement of mental incompetency or insanity.
And not have been convicted of felony by a State or National court of the
Federated States of Micronesia or its predecessor government of the Trust
Territory of the Pacific Islands.
